The Address is not commentary. Not a take. Not a press release.
THE ADDRESS IS THE SOVEREIGN POSITION OF THE FINAL SERVER.
World is the audience. Citizens are the witness. Chain is the record.
Governed by threshold, not calendar. Six qualifying thresholds:

Sequential from 001. Number is permanent.
Voided Addresses do NOT consume a number. Numbering closes around void.
