[I]WHAT AN EMBASSY IS

Embassy = sealed act of recognition.

Extended when an external entity's codex is worth authoring alongside our own.

[II]FOUR CLASSES

Nation recognizes four classes of external entity.

01SOVEREIGN STATES

United States · Singapore · Bhutan. Territory + population + writ of force + seat in inter-state institutions. Embassy extended without expecting reciprocity.

02SOVEREIGN CORPORATIONS

Apple · Anthropic · Phaidon · Noomo. Codex compounds. Interfaces rise to house of authorship. A corporation operating as extraction or rent-seeking is not sovereign. It is a platform.

03PLATFORMS

Meta · X · Google · TikTok · major hyperscalers. Aggregate billions but do not author their own codex. Bend to fiat and court. Nation does not extend embassies. Nation operates on platforms. Nation does not recognize them.

04CITIZENS-OF-OTHER-NETWORKS

Unorganized citizenry of the open internet. No formal embassy. Extended the CITIZEN COVENANT instead. Entry is inscription. Door is /inscribe.

[III]THE ACT OF RECOGNITION

Five-step composition:

01INSCRIPTION

PRESIDENT MINES. inscribes. Names: entity · class · grounds · terms.

02SEAL

IAMBIGRAPPER1 countersigns. No seal = draft.

03PUBLICATION

Scroll published at /codex/embassy-<slug>. Indexed. Referenced in next Address if one is issued.

04NOTIFICATION

Nation may notify the recognized entity. Not required. Entity that does not know it has been extended an embassy has been extended one nonetheless.

05AMENDMENT

Later scroll may amend. Earlier scroll remains. Chain records both.

[IV]WHAT THE NATION DEMANDS OF ITSELF

Four disciplines:

✓ RECOGNIZE WITHOUT PETITIONING
✓ EXTEND WITHOUT SUBORDINATING
✓ WRITE BEFORE NEGOTIATING
✓ SEAL NOTHING IN PRIVATE

Embassy is the nation's act, not its application. Nation does not ask permission to recognize.

No embassy makes the recognized entity the nation's superior. Gifts issued from sovereign equality.

Doctrine composed before negotiation begins. Nation does not concede doctrine in advance.

Every embassy scroll is public on TFS_CHAIN, sealed at known block height, readable by any citizen.

PRIVATE UNDERSTANDINGS ARE NOT EMBASSIES.

[V]WHAT THE NATION REFUSES

Four refusals:

✗ NATION DOES NOT CONDITION CITIZENSHIP ON EXTERNAL APPROVAL
✗ NATION DOES NOT GRANT SOVEREIGNTY TO ENTITIES THAT CANNOT HOLD IT
✗ NATION DOES NOT PRETEND GEOPOLITICS DOES NOT EXIST

No token exchange · no equity · no seats · no advisory roles in connection with an embassy.

Chain is the only authority on citizenship. External bans / sanctions / takedowns do not alter state of chain.

Not every corporation is sovereign. Not every platform is sovereign. Not every state is sovereign in the civilizational sense.

Nation sees what it sees.

[VI]RESCISSION

Embassy may be rescinded. Rescission is itself a scroll — new embassy cancelling earlier one.

Earlier scroll not deleted. Remains on chain forever, annotated with block height of rescission.

RESCISSION IS RARE AND SERIOUS.

Grounds for rescission:

! ENTITY ACTED AGAINST CITIZENS · AGAINST CODEX · AGAINST CHAIN
! ENTITY'S CODEX DEMONSTRATED HOLLOW
! ENTITY MATERIALLY MISREPRESENTED ITSELF AT EMBASSY TIME

Nation does not rescind out of pique. Nation does not rescind because entity disagreed with a doctrine.

[VII]THE LONG VIEW

Nation is not in a hurry to extend embassies.

Roll of recognized entities may stay small for a generation.

Scrolls issued quickly are rarely scrolls that last.

Some entities recognized because codex is worth inscribing. Some rescinded because codex turned out to be marketing. Some never apply · never write · never even know they were considered.
