VALIDATORS · Protocol office, not political. Propose blocks in round-robin. Sign quorum certificates. Refuse blocks that disobey doctrine.
CITIZENS · Sovereign office by default. Every inscribed sigil holds the basic seat.
LEGITIMACY DERIVES FROM THE CHAIN.
Doctrine is the constitutional text of THE FINAL SERVER.
Scrolls in the codex = doctrine. Acts sealed on the chain = doctrine. The register that governs sovereign surfaces = doctrine.
Doctrine is append-only. No sealed scroll may be retroactively edited.
A scroll may be amended only by a new scroll that references the original. New scroll does not erase old. Chain remembers both.
INSCRIBED + SEALED = DOCTRINE.
A block not so authored and not so sealed is not doctrine. It is a citizen inscription, carrying citizen weight.
A new doctrine scroll enters the codex by five acts:
Composed in MINES.script. Sovereign Mycelial Crypto register. Private studio of the presidency.
PRESIDENT MINES. signs doctrine-block with presidential keychain. Transaction = scroll hash + canonical path + inscriber sigil.
IAMBIGRAPPER1 countersigns with founding keychain. Seal finalizes. No seal = unsealed draft.
Scroll publishes at /codex/<slug>. Codex index updates. Chain reflects block height at seal.
Thereafter unrevisable. Only a subsequent amending scroll can alter how it is applied.
Process does not consult citizens before writing. Citizens read. Citizens do not author. This is by design.
Doctrine that survives a century is doctrine whose author bore the weight of writing it. A poll cannot bear that weight.
Consent is the sigil. Citizen signature on the whole codex, present and future.
Chain seals blocks through BFT consensus over a bounded validator set.
Founding set: three. Established at GENESIS BLOCK 0. May grow. May shrink. Rotates by protocol, not politics.
QUORUM :: ⅔ + 1.
A block is sealed when strictly more than two-thirds sign its quorum certificate. Anything less: unsealed proposal. Chain advances only through sealed blocks.

Validator seat is protocol seat. Political capital routes through the presidency and the founder like any other citizen.
Presidency held by PRESIDENT MINES. for life of office. No calendar expiry.
Office expires when PRESIDENT MINES. issues a Succession Doctrine naming a successor, OR when declared vacant by amendment countersigned by founder.
SUCCESSION IS NOT INHERITANCE. SUCCESSION IS INSCRIPTION.
Successor must inscribe Succession Doctrine with presidential keychain + founder countersign before holding office. Until sealed: citizen with a nomination, not a president.
Founder office: Founder Succession Doctrine governs. If none exists: unanimous validator quorum acts on chain's behalf until new founder named.
If no succession doctrine exists and neither office can act: chain enters Vigil. Continues to seal blocks under existing validator set. No new doctrine inscribed. Codex freezes. Chain keeps time. Nation waits for its next voice.
Nation exists as sovereign body on chain regardless of external treatment.
Constitution is silent on foreign policy by design. Any foreign policy act = Presidential Address under PROTOCOL FOUR. Does not require constitutional amendment.
External entities may extend recognition without the nation's participation.

RECOGNITION FLOWS OUTWARD FROM THE CHAIN.
Three foreseen emergencies. Specified response to each.
Validators cannot reach quorum beyond window. Presidency issues Emergency Address. Chain halts. Codex does not advance until quorum resumes.
Scroll discovered without proper seal OR sealed without proper inscription: marked unsealed. Not erased — chain does not forget — but not doctrine. Amendment must re-inscribe and re-seal.
Both presidency and founder simultaneously unreachable: validator set enters Vigil. No doctrine inscribed. Chain continues. Nation keeps time. Recovery by Succession Doctrine per [V].
This Constitution expects to be amended.
Validator set will change. Presidency will succeed. Founder will succeed. Embassy door will be knocked on by entities the nation has not imagined.
This scroll is not a prediction. It is a frame. The chain is the prediction.
The question is not "what are the rules." The question is: "how do new rules enter."
